A New Class War??

I’ve been looking for some time for a book which does justice to our fall from innocence in the 1970s. I start from JK Galbraith’s concept of “countervailing power” which sustained the post-war period in western development. This was the theory that the corporate, union and social power held each other, for a “glorious 30 years”, in a certain balance until 1980 – with results good for everyone.

That balance was destroyed by something we too easily try to explain away by the use of the meaningless phrase “neoliberalism”. I’m familiar with the various efforts a range of social scientists have made to put meat on that particular bone – such as Philip Mirowski, Vivian Schmidt and, more recently, Quinn SlobodianBut, for my money “Licence to be Bad; how economics corrupted us” by Jonathan Aldred (2019) offers the most readable explanation of how we have all succumbed in the past 40 years to a new highly individualistic and greedy virus…..

The question which has been gnawing at me since the start of the new millennium is what can be done to put a new system of countervailing power in place…..????

Until now, few books dared raise or pursue that question, But Michael Lind’s The New Class War – saving democracy from the new managerial elite (2020) offers to do precisely that……

It starts powerfully – 

Demagogic populism is a symptom. Technocratic neoliberalism is the disease. Democratic pluralism is the cure.

before reminding us that -

In the 19th and early twentieth centuries, five major schools of thought debated the future of industrial society: liberalism, producerism, socialism, corporatism, and pluralism (p39) 

……Producerism is the belief that the economy should be structured by the state to maximize the numbers of selfemployed family farmers, artisans, and small shopkeepers in society. The moral ideal of this school is the selfsufficient citizen of a republic with a small-producer majority whose economic independence means that they cannot be intimidated or blackmailed by wealthy elites. In the form of Jeffersonian agrarianism, producerism has a rich history in the United States. The rise of mass production in the economy, and the shift from a majority made up of farm owners and farm workers to urban wage earners, rendered the producerist ideal irrelevant in the modern industrialized West. While small-producerism still has appeal to romantics on both the left and the right, it is and will remain anachronistic, and having criticized it elsewhere, I will not discuss it in this book.4

….. A fourth philosophy, opposed to free market liberalism and state socialism alike, envisioned a harmonious society of state-supervised but largely self-governing “corporations,” by which was meant entire economic sectors, not individual firms, rather like medieval guilds.6 This tradition influenced Catholic social thought, as expressed in the papal encyclicals Rerum novarum (1891) and Quadragesimo anno (1931). For the French sociologist Émile Durkheim and others in the secular French republican solidarist tradition, the organization of labor and business could be an antidote to “anomie,” a phrase Durkheim devised to describe the isolation and disorientation of many individuals in urban industrial societies.7 The same term, “corporatism,” is often used for both democratic and dictatorial versions of this political tradition

….. The view of society as a community of self-organized and self-governing communities, under the supervision of a democratic government, is best described as “pluralism,” the term used by the English pluralists of the early twentieth century, like Neville Figgis, F. W. Maitland, G. D. H. Cole, and Harold Laski, and by their late-twentieth century heirs, including Paul Hirst and David Marquand. 

And then goes on to argue that – 

Only a new democratic pluralism that compels managerial elites to share power with the multiracial, religiously pluralistic working class in the economy, politics, and the culture can end the cycle of oscillation between oppressive technocracy and destructive populism.

The Future of Capitalism - IV

“Acknowledgements” are normally the least-read section of any book – into which are pored often embarrassingly-excessive expression of thankful debts. Indeed if the book is American, the section will read like an Oscar speech.
But Paul Collier’s “Acknowledgements” (unusually in the end-section) made me think about the whole issue of who an author thinks (s)he is writing for – and how that affects the style and content of a book
He explains that, having started with a review of some books, he realised that what was really needed was

a synthesis of moral philosophy, political economics, finance, economic geography, social psychology and social policy  

and that he then proceeded to identify and work with a small “brains trust” of individuals in these various fields he was able to find within the enclaves of Oxford University

We imagine that an author is writing for us – if not personally, that he has a mental picture  of the sort of person likely to pick the book up…But Collier reveals here that the people whose opinion he sought and  listened to were a small group of specific individuals. This perhaps explains a couple of things - one of which I only noticed when I went back to reread the book. First, as I had signalled last week, I found it curious that he failed to acknowledge the range of others who have explored similar themes – from GDH Cole, through Paul Hirst to the Third Way and beyond. I’m sure Collier is familiar with those strands but perhaps not the specialists he consulted….

It’s rare for me to return to a book for a second, closer reading within a month of the first read. But it’s perhaps something I should do more often since, this time around, I found myself scribbling quite a few question marks and remarks against sections that I simply couldn’t understand. I had the feeling, quite frankly, that one of the experts on his Brain’s Trust had advised him to include something which he didn’t quite feel he could explain properly….
And, as several of the reviewers have noticed, there were too many sections which aere too scrappy and need a lot more thought….particularly in Part II in the chapters on the “ethical company, family and world”

The Progressive Dilemma

The eminent British journal The Political Quarterly has given us for 80 years the most elegant and insightful writing on British politics. 
Given the current desperation of the British left, it is understandable that the journal's current issue focuses on “Progressivism” and contains a fascinating account of the nature and course of that bundle of ideas in America and Britain over the past century 
In the US and the UK, progressivism went badly wrong in its politics: Theodore Roosevelt’s New Nationalist campaign of 1912 divided American reformers fatally, as did Lloyd George’s postwar Coalition in Britain after 1918.Now, even after Brexit, a progressive alliance seems further away than ever. The story of the ‘Progressive Dilemma’ remains one of unrealistic projects, invariably disappointed.

The article Dilemmas and Disappointment; progressive politics 1896-2016 (paywall) is from historian Kenneth Morgan and is well worth reading – not least for the amazing purchase price of 15 euros for internet access to the journal’s entire archives.
A book on “Britain and Transnational Progressivism” also gives a fascinating picture of the progressive  strand and its impact on, for example, the West of Scotland in the late 19th and early 20th century

A couple of months ago I wrote about various political labels – mentioning that my father had, in the 1950s, been a member of a local political group called “progressives” or “moderates” who sat as overtly apolitical councillors …I saw them as “fuddies and duddies” and myself as the van of a newer. more multi-coloured European Left – although I resisted the siren calls of both the 70s/80s “hard left” and Bliar’s New Labour. 
What a pity that EU membership did not seem to lead to any broadening of perspective as a result - the "single market" was very much a Thatcher-driven issue to which the British left generally had an angry reaction; and the positive stance taken by New Labour to the entry of new member states from the east is a stance now regretted by many in the Labour party.....Quite what the intellectual legacy of EU membership will be for the UK is, for me, a moot question... 

The question I have been wrestling with for some considerable time is where should I be putting my political energies? As I have lost my voting rights, this translates into the question of what vision and programme of politics should I be espousing in my writings?

The P2P Foundation is one which has struck chords recently. Every day my mailbox receives at least a couple of interesting posts from them eg https://blog.p2pfoundation.net/yochai-benkler-on-advancing-towards-an-open-social-economy/2017/01/24 which introduced me to the work of this legal scholar of the internet. 
Their posts have also made me aware of the potential of what they call “platform cooperativism” about which I have some reservations - which are well reflected in another of their posts https://lasindias.blog/platform-cooperativism-a-truncated-cooperativism-for-millennials
One of the problems I have is their language – and the feeling that they are unaware of the wider experience of “mutuality” expressed in the work, for example, of Paul Hirst.

Come back Corporatism - all is forgiven!

The events of the past few years have made millions of people angry with their political leaders and disillusioned with the political and economic systems in which they operate.

But for anything to happen, there have to be feasible and legitimate options capable of gaining the support of a significant number of people.

That’s quite a challenging set of preconditions – feasibility, legitimacy and support! A paper on my website tries to track the various analyses and reforms which have been offered in the past decade or so (excluding technical tinkering).

But nothing will happen without catalysts for that change – individuals who have an understanding of the social process of the transformation process and the skills and credibility to ease change into place. Noone buys blueprints (let alone manifestos) any more. And politicians in many countries have lost credibility. Process is all. So where are the catalysts who have that understanding and skill sets; and who cannot be fitted into the conventional political labels?

It was by accident that I pulled a book from my library yesterday which has been lying unread since I bought it years ago. It was Paul Hirst’s From Statism to Pluralism produced in 1997 from various papers he had written in the previous 5 years and arguing the case for “associational democracy” in both the public and private sectors. It has a powerful beginning –
The brutalities of actually existing socialism have fatally crippled the power of socialist ideas of any kind to motivate and inspire. The collapse of communism and the decline of wars between the major industrial states have removed the major justifications of social democracy for established elites – that it could prevent the worse evil of communism and that it could harness organized labour in the national war effort.
Those elites have not just turned against social democracy, but they almost seem to have convinced significant sections of the population that a regulated economy and comprehensive social welfare are either unattainable or undesirable
.He then goes on to argue that –
• more “associational” forms of democracy and wider decision-making would help re-balance the centralisation of the state and the dominance of big business. In this view ‘association’ means groups of people who have similar concerns, views, and aims.
• Associationalism (it has many similarities with mutualism) is the most neglected of the great 19th century doctrines of social organisation. It lost out to collectivism and individualism. But conditions have now changed dramatically and make it an appropriate principle of reform and renewal of Western societies.
• widely distributed methods of decision-making, (both within and between organisations and groups throughout society and the economy) would better enable effective, informed and appropriate action. It might reduce the need for complex top-down regulation, better distribute wealth and security, and offer a potential solution to mistrust and social disintegration within communities.

Sadly Hirst died in 2003 but I discovered yesterday that other people in Britain have recently been going back to his papers and books. Indeed a booklet was produced earlier this year on the discussions.

Clearly the renewed interest stems from the UK Prime Minister’s interest in what he calls the “Big Society” – of public services being managed by its workers (part of the mutualist approach) or by community and voluntary organizations (social enterprise). Although Cameron was talking about this before the global crisis, the concept is a bit suspect these days with such large cuts in public expenditure.

However, social enterprise has a long and honourable tradition and was one I was proud to work for in the 1980s. A recent article set out how the Hirst agenda and social enterprise fit However the elephant in the room is the Big Corporation – and here the limits of (if not the motives for) the Cameron agenda are perhaps most exposed.

And Hirst too does not say much about the economic side of things which Will Hutton was so eloquent about at the same time (stakeholder society) – beyond a few comments about the “industrial districts of Italy”.

Although Germany gets a brief passing remark or two, I find it astounding that the “corporatist” model of North Europe does not get proper treatment. Is that because “corporatism” got a bad name in Britain in the 1970s (it was blamed for the poor economic performance) – or because the Brits (and Americans) are so myopic about foreign activities?

 We should not underestimate the power of words and phrases – but I suspect the explanation is more the latter. I find it ironic that the Brits were very interested in the 1960s with what they could learn from France and other European countries about industrial policy - but that they have no such interest when part of the European Union!

Apart from the usual academic books about German politics, I know of only two general books on Germany in the English language – the idiosyncratic Germania by Simon Winder and Peter Watson’s doorstopper of a book German Genius – neither of which says anything about how Germany managed, in the post-war period period, to become such a politically and economically resilient country.

The only serious article I know about the country are the 60 pages in Perry Anderson’s The New Old World. I remember in the 1970s we had a huge book by John Ardagh which took us through all aspects of contemporary Germany. Now the books are shallow (and mocking) travelogues whcih say more about the Brits than the Germans.

However there is a recent academic paper which explores why a “coordinated market economy” was first chosen as the appropriate model for Germany; and why it might still be the most appropriate for Germany but for other EC countries.
