Reverse technology transfer

Brits of my generation are proud of the BBC and its reputation. The political and economic hits, however, it has taken from successive recent governments means that if now lags behind the quality programmes I can access here from French and German stations. TV5 is our default programme - with the MEZZO music programme not far behind. With some anticipation, we have been waiting for Jérusalem, la ville des deux paix to start - "un Voyage magique et hors du temps, des musiques soufies aux lamentations hébraïques". It has now got underway – under the direction of Jordi Savall with Armenian, Israaeli, Palestine and Morrocan players on such instruments as the kamancha, oud, schofar, santur, morisca and qanun. You can see and hear an excerpt here. I find such sharing of music from different religious cultures much more appropriate for this time of the year than the Christian stuff we are exposed to.

One of our leading development experts has posed an interesting question on his blog - what can development thinking and experience contribute to the solution of Europe’s present crises?
Reading about Greece or Italy or Spain or Ireland today reminds me strongly of reading about and working in African countries in the mid-1980s - similarly crippled by debt crises, and similarly subject to external monitoring and interference. Rigorous monetarist discipline not only stopped growth in its tracks, but also undermined human welfare and, in many cases, destroyed the social contract. Progressive economists in the 1980s coalesced around the idea of Adjustment With a Human Face - accepting the need for macro-economic stabilisation and structural reform, but also insisting on the need to protect the welfare of the poorest and the provision of basic social services. Arguably, the re-evaluation of structural adjustment underpinned both UNDP's work on human development, launched in the Human Development Report of 1990, and the World Bank's re-discovery of poverty, in the World Development Report of 1990. In turn, these contributed to poverty-focused debt relief initiatives in the 1990s, and to the adoption of the Millennium Development Goals.
I don't work on domestic European policy, but it does seem to me that there are some lessons here, at least some general principles. Structural adjustment is a necessary process but has a high human cost. Poor people need to be supported as consumers, but also as producers. A high level of participation is required, to underpin ownership and legitimacy. The international community has to cohere around high-level human development goals. And financing is key, including if appropriate in the form of debt relief. There is, it goes without saying, a great deal of international analysis of how to manage the fall-out from the 2008 financial crisis, making similar points. I've written about this elsewhere, originally for the Commonwealth Secretariat.
On financing, I can't resist making a point which is not exactly taken from development studies, but which draws on my very limited reading in the area of currency unions and fiscal transfers - namely that they don't often work unless there are substantial transfers between regions or jurisdictions, to manage asymmetric shocks, but also to redistribute between rich and poor regions. The German constitution, for example, guarantees equal standards of service provision between the various Lander - and allocates tax revenue accordingly. The euro-zone has no such ambition, or rule.
The OECD also has an interesting paper on fiscal equalisation, reviewing the experience of countries as varied as Australia, Canada and Germany. On average, these countries assign 2% of GNP to transfers, to manage asymmetric shocks and redistribute from rich to poor.
The GDP of the euro area is currently about 9 trn euros, so 2% would amount to about 180 bn euros. By contrast, current stuctural funds amount to about 30bn euros, some of which goes to the poorest regions in the poorest countries, but some of which goes to poor regions in richer countries. Further, structural funds support production, not consumption. Thus, the gap between what is needed and available is at least 150 bn euros per year.
Does it not follow that attempts to save the euro need to focus not just on the need for fiscal discipline and structural reform (= structural adjustment), but also on the essential role of large-scale transfers? An extra 150bn euros a year is not trivial in the context of an EU budget of some 140 bn euro, but that is only because the EU budget is so small in relation to EU GDP (capped at 1%) and to Government spending. This is an interesting point - but the new member states have difficulty enough absorbing the Structural Funds they have been allocated - and the existence and scale of these funds (relative to those, for example, of the mainline Bulgarian and Romanian budgets) has arguably made an important contribution to the systemic corruption which is endemic in these countries' political and administrative elites. And the basic question is a useful reminder of the need for more European humility......

Social Science as Sorcery


This is a period of my life when I try to sort out the sense and the nonsense from what I have absorbed from the social science literature which I first started to take seriously some 50 years ago. In those days, economics and the study of organisations were the focus of serious intellectual study – but by a tiny minority and in a highly rarified atmosphere. The 1960s was, however, when social science teaching started to expand in universities and make claims for itself which have only recently started to be questioned. A tiny minority of courageous academics did try to blow the whistle earlier - in particular Prof Stanislav Andreski in his magnificent 1972 book Social Science as Sorcery.
The Economics trade has been under increasing attack for about a decade – from behavioural economists and others – but its pretensions blown apart by the ongoing global crisis. But management thinking has, arguably, done equal damage to our societies and has escaped proper scrutiny - which is why I want to draw your attention to Chris Grey's A Very Short, Fairly Interesting and Reasonably Cheap Book about Studying Organisations which I found myself this week reading for the third time in a short period (a first for me). Although I;ve mentioned the book before, this is the first time I have tried to capture some of the more powerful points it makes.
• "imagine a world where the thing which dominated it (God; the Party) was written about in one of three ways. One was like a bible, very heavy and dorthodox. The second was amusing and readable but didn’t tell you anything you couldn’t think for yourself. The third seemed to say some things you wouldn’t think yourself and suggested flaws in the Bible but you couldn’t understand it because it was so obscurely written. Such is the literature of organisations - in which we live our lives and yet are served by only Textbooks; pop management; and unreadable scholarly books or articles".
• Writers on organisations belong to one of two schools – those who believe "there exists an observable, objective organisational reality which exists independent of organisation theory. The task of OT is to uncover this reality and discover the laws by which it operates – and perhaps then to predict if not control future events. They tend to favour quantitative research. These are the positivists. Then there is a second camp which denies this scientific view – they might be called constructivists or relativists since, for them, organisational reality is constructed by people in organisations and by organisation theory”.
• The history of organisation theory you find in textbooks generally starts with the concept of "bureaucracy” as defined by Weber and with that of "scientific management” as set out by FW Taylor - both of whom were active in a 25 year period from the late 1880s to the end of the first world war, one as a (legal) academic in Prussia, the other as an engineer and early consultant in American steel mills in Pennsylvania.
Weber was curious about the various motives there have been over history and societies for obedience. Why exactly have we accepted the authority of those with power? His answer gave us a typology of authority we still use today – "traditional", "charismatic" and what he called "rational-legal” which he saw developing in his time. A system of (fair) rules which made arbitrary (privileging) behaviour difficult. But this was an "ideal type” (ie a model) – not necessarily a precise description or prescription. Indeed studies from the mid 1950s showed just how much informal power there was in bureacracies.
Taylor worked in an industry where it was normal for workers to organise their own work; and where owners tended to be Presbyterean and workers catholic immigrants. Taylor reckoned there was a lot of slacking going on – and applied a "scientific” approach to devise standards and measures of performance (time and motion) as well as "scientific” selection of workers and a strict separation of workers and managers.
• This caused strong reactions not only amongst workers but from many owners and only survived thanks to the production needs of the First World War
• The "evacuation of meaning” from work was intensified by Fordism.
• the "human resource” approach to management which followed was not the fundamental break which the textbooks portray but rather a cleverer legitimisation of management power – as was the cultural management (and TQM) of the latter part of the 20th century.
• Although managers call the shots, their organisational fashions always fail – because of unintended effects
• Business schools do not produce better managers – but rather give the breeed legitimisation; self-confidence; a shared world-view and a common (mystifying) language

One quote perhaps captures his argument "For all the talk about new paradigms, contemporary organisation theory and management method remain remarkably unchanged from their classical roots….because the underlying philosophy of instrumental rationality and control remains firmly in the ascendant”

In the 1970s we had people like Ivan Illich and Paolo Freire exposing the emptiness of the doctrines which sustained the power of education and health systems. We now desperately need people like this to help us tear apart the arbitrary assumptions which sustain the legitimacy of the new priests of technocracy. Daniel Dorling's recent book Injustice - why social inequality persists is exceptional because he tries to identify and then challenge the belief systems which sustain our present inequities.

There are hundreds of thousands of academics receiving public money to teach and research so-called social "sciences" in universities and public institutions. The vast majority of them, whether they realise it or not, have been part of a large brain-washing exercise. A few of them only have broken ranks - not just the economists I have mentioned but those (generally American) sociologists who, for a few years, have been advocating what they call "public sociologies". Michael Burrawoy has been one of the main protagonists. Noone, however, should be under any illusions about the difficulties of making an intellectual challenge on this field of management and organisation studies in which so many brains, reputations and careers are now entrenched

academic amnesia


I mentioned some time back O Wright’s Envisioning Real Utopias – whose entire book I had downloaded (for free). I had read the first few pages; (literally) skimmed the rest to get a sense of its coverage (Mondragon and Port Alegre looked worthy case studies) and kept it on desktop rather than placing in my „alternatives” file to encourage reading. But it has not, since, drawn me in – and a very tough review on what should be a sympathetic site – Dissent - tells me that my laziness has saved me from wasting my time! Apart from the other faults listed in the review, the book’s 287 pages have apparently less than 40 pages on the 4 case studies (whose haphazard selection is not justified); even worse, desite the title, there is no referencing to other writing on „realistic”utopias! The book apparently reflects the incestuous, self-referencing world of an academic (American) sociologist.
We are so overwhelmed by books and learned articles that one of the first things I look for in such works is an indication that the author is familiar with and references what has gone before – as Google Scholar puts it – „stand on the shoulders of giants”. Otherwise we are reinventing the broken wheel - going round in circles – letting the blind lead the blind – whatever metaphor you care to use. I criticised Will Hutton’s most recent book for this weakness in relation to recent discussions about inequality. A recent article in Political Quarterly (by an Australian Professor – Ian Marsh) displayed the same amnesia. I can't give a link to the article but you can get a sense of his particular intellectual baggage here. His review looked at the change mechanisms behind the „deliverology” of the last New Labour Government as justified in books by Michael Barber and Julian le Grand. Le Grand (who has the better pedigree) suggests there are 4 basic mechanisms - professional trust; targets; voice and markets. Barber has three - command and control (targets); quasi-markets; and devolutiona and transparency.
The three authors seem unaware of two classification schemes produced 15 years ago by the 2 key writers about public reform – Guy Peters and Chris Hood.
Peters suggests that administrative reform can be reduced to four schools of thinking - "market models"; "the Participatory State"; "Flexible Government"; and "Deregulated Government". Like Peters, Hood attempts to reduce the whole literature on admin reform to four basic schools. He uses grid-group theory (“grid” denotes the degree to which our lives are circumscribed by rules – “group” indicates the extent to which we are governed by group choice) to give a matrix of -
- Hierarchist (high on both)
- Individualist (low on both)
- Egalitarian (high on group; low on grid)
- Fatalist (high on grid; low on group)

Marsh seemed to think that the answer lies in the work of C Sabel whom I vaguely remember writing in the 1990s about the modern northern Italian craft complexes and who is now into deliberative discourse stuff which again makes little or no reference to the theories of administrative reform and organisational change (Gerry Stoker is much better on this.)Instead it gets us into the highly incestuous and opaque field of European studies – many of whose contributors seem to be young, with no experience of life and living off European Union grants.

I realise that, by now, I should know better than to bother with Google Scholar and the academic turds it fishes up. But (like consultancy) there are so many hundreds of thousands of robots being churned out from the academic factories that some of us have to keep track of the poison. And yes - I will admit to some prejudice here (!) – and would be happy to be persuaded out of my cynicism. But I am happy to have the chance to use a (1940s Port Glasgow) Stanley Spencer painting so quickly after mentioning the series he did. It's "Riveters" - and so appropriate!

Why academia is irrelevant

The snow has at last reached Bucharest – although it’s fairly wet. We walked yesterday to Strada Doamnei (just off Piate Universitate) which has 3-4 second-hand bookshops but got no further than the first which has a uniform price (7 euros) for its entire stock – most of which are large expensive (and heavy!) glossies in English. We staggered out with 9 real bargains – including a superbly crafted and illustrated account of an art dealer’s life (focussing on his trading with van Goghs and Cezannes); a large and well-illustrated book on Antique Prices; and one on Chinese Art.
The American Association of Political Science has just held its Annual Conference – and a fascinating summary is available here Nothing could confirm more strongly my allegations against the pointlessness if not damage the discipline of political science has done to the study of politics. The article also put me on to a great website of an academic, inspired by C Wright Mills, who is trying to make his work relevant to public concerns and who uses the concept of public sociology for this purpose.
I had no sooner finished reading that than I came across an article in the latest issue of New York Review of Books on the role performance indicators play in making academic writing so irrelevant.
Some of the most telling testimony on the damage to British scholarship inflicted by the Research Assessment Exercise (RAE) carried our every 7 years has come not from an academic but from Richard Baggaley, the European publishing director of Princeton University Press, and an acute observer of the quality of British scholarly output.
Writing in the Times Higher Education Supplement in May 2007, Baggaley deplored what he saw as “a trend towards short-termism and narrowness of focus in British academe.” In the natural and social sciences this took the form of “intense individual and team pressure to publish journal articles,” with the writing of books strongly discouraged, and especially the writing of what he calls “big idea books” that may define their disciplines. Baggaley attributes this bias against books directly to the distorting effects of the RAE. Journal articles are congenial to the RAE because they can be safely completed and peer-reviewed in good time for the RAE deadline. If they are in a prestigious journal, that is the kind of peer approval that will impress the RAE panelists.
The pressure to be published in the top journals, Baggaley wrote, also „increases a tendency to play to what the journal likes, to not threaten the status quo in the discipline, to be risk-averse and less innovative, to concentrate on small incremental steps and to avoid big-picture interdisciplinary work.
„In the humanities the RAE bias also works in favor of the 180–200-page monograph, hyperspecialized, cautious and incremental in its findings, with few prospects for sale as a bound book but again with a good chance of being completed and peer-reviewed in time for the RAE deadline. A bookseller at Blackwell’s, the leading Oxford bookstore, told me that he dreaded the influx of such books as the RAE deadline approached”.
A further set of practices, above and beyond the RAE, that push British academics toward “short-termism and narrowness of focus” in their research are the reporting and auditing burdens imposed on them by its sister bureaucracies such as the Quality Assurance Agency for Higher Education (QAA) and by the administrators of the academics’ own university. This is the “pressure for internal and external accountability” to which the Universities UK refers in its report, and is known collectively as the “audit culture.” The audit culture requires academics to squander vast amounts of time and energy producing lengthy and pointless reports, drenched in the jargon of management consultancy, showing how their chosen “processes” for the organization of teaching, research, and the running of academic departments conform to managerial “best practice” as laid down by HEFCE, the QAA, or the university administration itself. Words like “quality” and “excellence” have become increasingly empty. For the handful of British universities that are world-class—Oxford, Cambridge, and the various components of the University of London foremost among them—the HEFCE system is especially dangerous, because the reputation of these universities really does depend on their ability to do first-rate research, which is most threatened by HEFCE’s crass managerialism. In Britain there are scholars who will continue to produce exceptional work despite HEFCE and the RAE. But by treating the universities as if they were the research division of Great Britain Inc., the UK government and HEFCE have relegated the scholar to the lower echelons of a corporate hierarchy, surrounding him or her with hoards of managerial busybodies bristling with benchmarks, incentives, and penalties.
I need to emphasise that I'm not an academic but simply someone who was exposed in the 1960s to social science writing - and had high hopes of its potential contribution to social improvement efforts. Not only has this not happened - but those in academia have given us a double whammy of obfuscation and Candide-like justification of the status-quo.

Gerry Stoker said it was important for the discipline to grapple with the criticism that it has become irrelevant, but he also said that there were "tricky issues" that made it difficult for scholars to become more relevant without sacrificing key values. "Truth and evidence and reasoning are not in the forefront of political decision making," he said, and yet political scientists revere those things. In the political sphere, "we are competing with ideology, pragmatism, interests," he said. And Stoker also said that the discipline doesn't reward relevance. A young scholar is more likely to be promoted for "the novelty of methodological contribution" than for "research that actually has an impact."
A Swedish colleague Bo Rothstein was even tougher - he described his experiences teaching at Harvard University, where he was tremendously impressed with the 20 seniors in his seminar on comparative politics. One day he asked how many were planning to go to graduate school in political science and was "stunned" to find out that the students -- many of them idealistic about changing the world -- had to a person ruled that out in favor of law school. Their view was that "to be relevant, you have to have a law degree."
In Sweden, Rothstein said, this would be viewed as a terrible thing. "No such persons" like those Harvard seniors he taught "would dream of going to law school," which they would see as "boring and technical." But while American universities tell those who want to change the world to go to law school, they attract other kinds of students to grad school. "I was not at all impressed by the graduate students" at Harvard, he said. "They wanted to stay away from anything relevant."
Political scientists are too focused on developing theories about government, ignoring the huge impact -- a life-and-death impact, he noted -- that government has. Tens of thousands of people die each year because they can't get safe water or health care from corrupt governments, but political scientists prefer to theorize about the governments rather than thinking about how to change them with the goal of getting them to provide their people with water and health care.
As an example, Rothstein cited a session he attended on "clientelism" in Africa, a form of corruption that is widespread and damaging. Rothstein said he asked the presenters about comparisons to countries that have moved past clientelism, and that they had no answers. "The discipline is organized" such that African area studies scholars will simply compare various forms of the practice and "never ask how you can get out of clientelism," since that would require looking outside their region and focusing on solutions, he said. "The discipline is organized to avoid interesting comparisons of issues," rather than "on actual people."

Democratic Discontents


Warning! This is a long post!
Questions about the capacity of government in general and the political system in particular has been prominent recently on the blog. Three years ago, Gerry Stoker published a book which tried to address this issue - summary of argument here. British government is one of the most studied in the world. For a relatively small country, its combination of history, empire, flexible constitution, liberal politics and (global) language has given its outpourings about the nature and effects of its various political and administrative structures and processes a global impact.

And yet I am struck with the absence of realistic and critical studies of the efficacy of the British governance arrangements at this point in the 21st Century. I have thought long and hard – and can produce only four analyses which might be read with benefit by the concerned and perplexed in that country. Two are 10 years old – the other two 5 years old.

We have, of course, countless academic studies of the operation of the British Parliament, of political parties, of voting systems, of local government, of devolved arrangements, of the civil service, of public management (whether Ministries, core exectuve, agencies), of the Prime Minister’s Office, of the European dimension etc – and a fair number of these are reasonably up-to-date. But most of it is written for undergraduates – or for other academic specialists who focus on one small part of the complex jigsaw. There is so very little which actually tries to integrate all this and give a convincing answer to the increasing number of citizens who feel (like Craig Murray recently) that there is no longer any point in voting; that politicians are either corrupt or hopelessly boxed in by global finance and corporate interests.

I used the epithet “realistic” above in order to distinguish the older studies which painted a rather ideal picture of the formalities of the system (what the 19th century Walter Bagehot called the “dignified”parts) from the more rounded studies of the “hidden”(Bagehot), informal processes which were encouraged by the seminal 1970s book about the British budget process – The Private government of public money by the outsiders Heclo and Wildavsky.

A “Critical” study or analysis is a more complex term – since the word can mean “carping” to the man in the street or textual deconstruction to an academic. When I use the phrase critical study (as Humpty Dumpty might have said) I mean one which tries not only to describe a system but to assess how well it works (begging the obvious question - For whom?!) Despite the knowledge which academics in political science, sociology or public management can bring to the subject, several major factors seem to conspire to prevent social scientists from making any critical contribution to our understanding of the health of the governance system.

First is the strength of academic specialisation - which has discouraged and continues to discourage the sort of inter-disciplinary approach needed to explore the question of the capacity of a governance system. Then there is the aloofness of the academic tradition which makes it difficult for specialists to engage in critiques which might be seen as too political. Not, however, that this prevented people like Peter Self from lambasting the nonsenses of market thinking in government in the 1980s. And this blog has already mentioned the powerful critique of the effect of commodification on some public services carried out by Colin Leys in Market-driven Politics (2003) and by Alysson Pollok in NHS plc (2004).
Rod Rhodes is a more typical example – a leading public administration academic who invented the phrase “hollowed-out executive” to describe the loss of government functions in the last 30 years - but who chose to keep his critique incestuous both in the language and outlets he used. He played a major role in developing the “network” understanding of government – but then allowed anthropological and phenomenological assumptions to overwhelm him.
The blandishments of consultancy are a potential counter pressure to this tradition – which gets a small minority of academics too engaged with peripheral issues which so excite civil servants and Ministers.

A final factor explaining the lack of academic contribution to the understanding of the nature of our current democratic system is the contempt in which academics who write for (and become popular with) the wider public are held in the academic community - and the damage which is therefore done to one’s academic career if one chooses that path. I remember how the charismatic historian AJP Tayor was treated. And it’s interesting that Zygmunt Baumann began to write his books only after he retired from academia. Major developments in public management have, of course, encouraged academics like Norman Flynn to present and assess them for a wider public. And the same has happened in the field of constitutional theory – eg Anthony King’s The British Constitution (2007). But the first is a bit long on descriptions and the second on historical figures. And both are very partial pictures of the governance system.

This is getting to be a long post – so we need to be clear why it is important to have a systematic, up-to-date and plausible statement about how (well) our governance arrangements (or architecture) work. First as a check (or benchmark) for the myriad iniatives which governments have inflicted at large cost on an increasingly confused public and public servants. This is widely accepted as a major problem – the new Prime Minister, for example, had promised not to inflict any more changes on the health service – and yet, within a few weeks, he was making plans to introduce one of the biggest organisational upheavals ever seen.

But a second, even more powerful reason why a critical study is needed is that the British public no longer feels that it is worth engaging in democratic politics. “They are all the same – promising one thing, doing another – looking after themselves”. In the 1970s some academics helped pave the way for the neo-liberal revolution by demonstrating in addition (in the new field of implementation studies) that the machinery of bureaucracy made it very difficult to implement political decisions; the popular phrase was “the overloaded state”. Margaret Thatcher completed the hollowing out of democracy by her infamous slogan – There is no alternative (TINA)
Consistent with the post-modernist mood,Gerry Stoker places the problem firmly within our own minds -
A propensity to disappoint is an inherent feature of governance even in democratic societies. I think that a substantial part of the discontent with politics is because the discourse and practice of collective decision-making sits very uncomfortably alongside the discourse and practice of individual choice, self-expression and market-based fulfilment of needs and wants. As a result too many citizens fail appreciate these inherent characteristics of the political process in democratic settings.
Making decisions through markets relies on individuals choosing what suits them. The political processes that are essential to steer government struggle to deliver against the lionization of individual choice in our societies. Democracy means that you can be involved in the decision but what the decision is not necessarily your choice yet you are expected to accept the decision. As a form of collective decision-making politics is, even in a democracy, a centralized form of decision-making compared to market-based alternatives.
Mass democracies face a potential crisis because of the scale of discontent surrounding the political process. Discontent comes in two main forms: disengagement from politics and frustrated activism. If the twentieth century saw the establishment of mass democracy the scale of discontent surrounding the political process in these democracies runs the risk of making these systems unsustainable in the twenty first century.
Some Journalists have made an honourable effort over the decades to give the wider public some critical overviews – starting with Anthony Sampson who famously tried to track the operations of the system over 4 decades finishing his last, angriest version only months before his death in 2004. Andrew Marr had a book in the mid 1990s on the failure and future of British democracy. So did Simon Jenkins (Accountable to None – 1996).
But it was a campaigning (rather than mainstream) journalist who produced in 2001 the most revealing and critical study Captive State - the corporate takeover of Britain which gave us the real detail, for example, behind Gordon Brown’s horrendous Private Financial Initiative (PFI) and it is therefore Monbiot’s book which is my first nomination – despite being now 10 years old and concentrating its attention on only part of the picture (the political-business interface). Part of the critique, of course, of our governance arrangements is how the corporate ownership of the media has muzzled the critical journalistic voice – Will Hutton is very eloquent about that in his latest book.

Some politicians, of course, do produce books which advance our understanding of the whole process. I speak not of Tony Blair – and that whole self-justifying political autobiographical genre - but the writings of people such as RHS Crossman (on whose notes on Bagehot I grew up); John McIntosh (who was my tutor); Leo Abse (whose book Private Member was a marvellous psychological study of politicians); David Marquand; and, of course, the monumental diaries of Tony Benn. And New Labour had some honourable people in its ranks – who accepted that their critical or maverick approach denied them office. Chris Mullin was one - and has given us 2 wry reflections of politics and government in action. But, over 50 years, not a single title which deserves the epithet “critical”.

Tony Wright is an academic who for more than a decade operated quietly as Chairman of the prestigious Select Committee on Public Administration and helped produce a raft of critical reports on various aspects of governance operations. How retired from parliament, he has become a Professor (of Politics) and I look to him for some of the missing critique. Pity he can’t get together with George Monbiot to produce an expanded and updated version of the GB book!!
So far I’ve discussed academics, journalists and politicians. But what about the shadowy world of political advisers, Think Tanks and NGOs? As we might expect from such a concentration of putative brainpower, three of my 4 recommendations come from this stable. Political Power and democratic control – the democratic audit of the United Kingdom was commissioned by the Rowntree Trust and produced in 1999 - by Stuart Weir and David Beetham. Weir followed it up in 2009 with a short spoof constitution of the UK. These focus very much on the centralisation of power.

My third nominee for useful study of government capacity is ubiquitous (advisor) Chris Foster’s British Government in Crisis (2005)
which extends the analysis to the administrative aspects which Flynn describes but which (as befits someone who was a senior Price Waterhouse employee) fails to mention the interstices with the business world.

My final nomination is another product of a british Foundation – Rowntree again. Power to the People (2006) was the result of an independent inquiry (which in true british tradition invited evidence and organised dialogues) and can therefore reasonably be seen as a mainstream diagnosis and set of prescriptions. I would fault it only because of its basic assumption that, if the system is made more transparent, representative, decentralised and accountable, everything will be OK
After all this scribbling, then we are left with a central question – is the British problem one of political centralisation? of government overreach? A failure of the political class? Adversarial politics? Civil service incompetence? Corporate takeover? Or, as Stoker argues, misunderstanding? At one or time or another in the past 5 decades each has been proposed as the key problem - and led to frenetic initiatives. Little wonder that I am sympathetic to systems approaches or to constraints on initiatives!
So far, so parochial! A key question I would like some help on is the extent to which this concern is a British/Anglo-saxon phenomenon – or a wider European issue. I will try to say something (much briefer) about this in my next post.

A Lament on the impotence of democratic politics


Craig Murray’s latest post looks at the latest 2 examples of the collusion between government and commercial interests (Vodaphone and BAE systems (the giant aerospace company); notes the lack of public interest; and draws the pessimistic conclusion that "Conventional politics appears to have become irretrievably part of the malaise rather than offering any hope for a cure. But political activity outwith the mainstream is stifled by a bought media”. It’s worth giving the larger quote -
Sadly the comments on Craig’s posting (219 comments at the last count!) failed spectacularly to address the issue – descending to the religious ravings which are becoming an all too familar part of such threads. My own contribution (at the tail-end) was a rather pathetic appeal for a bit more humility in such discussions.
Instead of asserting opinions, can people not perhaps in these discussions share more quietly and analytically some of the perspectives which are out there on the possibilities of political and social action? For example, I've just finished reading the inspiring 2003 book "One No and Many Yeses" by Paul Kingsnorth. At other levels there are the writings of David Korten and Olin Wright's recent "Envisioning Realistic Utopias". Political parties and corporations remain the last protected species - and we should focus our energies on exploring why this is so; why it is so rarely investigated - and how we change it
All this gets us into the same territory I was trying to map out recently when I posed the question about
what programme elements might actually help release and sustain people power in a way which will force the corruption of modern elites to make significant and lasting concessions?
But, coincidentally, one of my other favourite blogs has produced a review of David Harvey’s The Enigma of Capital which I recently referred to as possibly offering a more solid analysis of the problems we face. Harvey’s book is not an easy read - and this review sets the book’s main arguments in the wider conext of other leftist writers who have faced the fact that there is something systemic in the latest global crisis. At this point, be warned, the langauge gets a bit heavy! All this reminds me of Ralph Miliband (father of Ed) ’s Parliamentary Socialism ((1962)which argued the basic pointlessness of the social democratic approach (The other 1,000 page book which arrived recently is in fact Donald Sassoon’s One Hundred Years of Socialism!).

Strange how few books come from political or economic academics offering broad, critical analyis of current political and economic life. David Harvey is a geographer! And the best stuff on the role of pension funds (and how they might be changed) is by a Marxist intellectual not associated with academia – Robin Blackburn. Both Paul Kingsnorth and Bill McKibben – who write on alternative systems - are campaigning journalists. Will Hutton who casts a periodic eye over the philosophical infrastructure which underpins the Anglo-saxon economic system (Them and Us is his latest 400 page blockbuster) is also a journalist.

The only UK academic I know who has written blunt analyses about the nature of our political system is the political development scientist – Colin Leys – whose time in Africa has clearly given him an important perspective his British academic colleagues lack. Sociologists are the masturbators par excellence - altough Olin Wright is an honourable exception with his recent Envisioning Realistic Utopias from the USA. In America the only challenging stuff comes form speculators like Nassim Taleb and George Soros – although Nobel-winning Joseph Stiglitz is an enfant terrible of the Economics profession and of World Bank and IMF policies there; and Paul Hawkin made us all think a decade or so ago with his Natural Capitalism.

Of course all this reflects the economic structure of the knowledge industry – with rewards going to ever-increasing specialisation (and mystification) – and, more recently, the binding of university funding to industrial needs. When I was in academia in the 1970s, I was shocked at how actively hostile academics were to inter-disciplinary activity. And the only Marxists who have managed to make a career in acadamia have generally been historians – who posed no threat since they offered only analysis or, like Edward Thompson, action against nuclear weapons. I have a feeling that the first step in bringing any sense to our political systems is a powerful attack on how social sciences are structured in the modern university – using Stanislaw's Social Sciences as Sorcery (very sadly long out of print)as the starting point. Instead of ridiculing Macburger Degrees, we should be honouring them as the logical extension of the contemporary university system.
I wonder if French and German social scientists are any different. Jacques Attali (ex-Head of the EBRD) is a prolific writer – although his latest book Sept lecons de Vie – survivre aux crises has abolutely no bibliographical refereces so it is difficult to know his reading. And has anyone really bettered the dual analysis offered in Robert Michel’s 1911 Political Parties which gave us his Iron Law of Oligarchy and Schumpeter’s (1942) Capitalism, Socialism and Democracy – and its minimalist concept of democracy as competition between the elites? And does that differ significantly from the emergent Confucian Chinese model set out in Daniel Bells’s latest book??? I realise that these last few references are a bit cryptic and will return to the theme shortly.

What I suppose I am trying to say is that change requires (a) description of what's wrong (making the case for change); (b) explaining how we got to this point (an analytical model); (c) a programme which offers a relevant and acceptable way of dealing with the problems; and (d) mechanisms for implementing these programmes in a coherent way. We have a lot of writing in the first three categories - but I find that most authors think the task is finished when they produce at page 300 the outline of their programme. Craig's started his blog with a strong assertion -
British democracy has lost its meaning. The political and economic system has come to serve the interests of a tiny elite, vastly wealthier than the run of the population, operating through corporate control. The state itself exists to serve the interests of these corporations, guided by a political class largely devoid of ideological belief and preoccupied with building their own careers and securing their own finances.
A bloated state sector is abused and mikled by a new class of massively overpaid public sector managers in every area of public provision - university, school and hospital administration, all executive branches of local government, housing associations and other arms length bodies. All provide high six figure salaries to those at the top of a bloated bureaucratic establishment. The "left", insofar as it exists, represents only these state sector vested interests. These people decide where the cuts fall, and they will not fall where they should - on them. They will fall largely on the services ordinary people need
.
The 2 sentences of his with which I began this long piece strike to the heart of the issue which must be addressed -
Conventional politics appears to have become irretrievably part of the malaise rather than offering any hope for a cure. But political activity outwith the mainstream is stifled by a bought media.
The question is how (if at all) do we break out of this impasse? Or do we rather build an explicitly imperfect world on the Michels and Schumpeterian insight?
So thank you, Craig Murray, for sparking off this rant - which I have dignified in the title with a more musical Celtic word - lament!

I ended my last post with an attack on universities. This is not the first time I have found myself attacking university over-specialisation in the social sciences. When I was struggling in the early 1970s with the appalling social and economic conditions in which almost 20% of the people in the West of Scotland lived, I could find no discipline in academia which could help suggest what we might be able to do at a local level to improve these conditions.

A few of us had to struggle to put a strategy together – the only help we received was from the Tavistock Institute in London and Rowntree Trust in York! Once we had shown the way, the universities spawned their courses and research projects – and began to present themselves as community resources.
Attacks on universities can easily be (mis)represented as leading to “burning of the books”. They also seem rather lonely if not selfish ventures. All those currently in positions of power have passed through university portals and part of their identity rests on the parchment they carry - which marks them as “physicist”, “engineer”, “accountant”, “economist” etc.
Why should they bite the hand which has given them this status? Or deny such positions to those waiting at the gates? The genie cannot, it seems, be put back in the bottle....

But, as I return to the theme 20 years later, I feel that the perspectives, terminology and career structures of the ever-spawning academic specialisms have actually contributed to social alienation and the decline of confidence in government. Why did no-one take Stanislaw Andreski seriously when, in 1971, he wrote his book “Social Science as Sorcery”? Why did it so quickly become out of print?
In the global competitive environment in which universities now operate, universities are now capitalists like anyone else – but the (unchallenged) medieval rhetoric their leaders use about their social role gives them a cloak which conceals even from themselves the evil they are doing.
What is that evil? It is in
· doing nothing to disparage the ethic of utilitarianism, individualism and private profit and
· being the major source of the development of Orwellian new-speak, technical jargon and a modern Tower of Babel.
So what might they be doing?
Basically going back to the Scottish tradition of moral philosophy and political economy – and finding the common language to allow the social sciences to communicate with one another. There are many (older) texts which could form the core of reading for such a course – eg Ivan Illich; Leopold Kohr; Michael Oakeshott; Karl Popper; Neil Postman; JQ Wilson. I will try shortly to give a more definitive list.

In the older blog on my website, I posed the question of which book you would give to a beneficiary – for example in a central Asian or Caucasian country. My choice in Uzbekistan in 2002 for the Deputy Prime Minister I was working with was Guy Peters’ The Future of Governing - four emerging models. In Azerbaijan I gave my Minister Robert Greene’s 48 Laws of Power!
